Is the Low Energy Building (LEB) standard the right choice for your next multifamily project? We’re answering frequently asked questions about this cost-effective certification pathway developed by the Passive House Institute (PHI).

Many multifamily developers, owners, and design teams are drawn to the Passive House standard for its proven benefits: reduced energy use, exceptional occupant comfort, improved building durability, superior indoor air quality through continuous filtered ventilation, reduced condensation risk, and rigorous quality control through third-party construction verification and performance testing.
But oftentimes, the conversation stops there.
Achieving Passive House certification may not seem feasible. Site constraints, building geometry, shading conditions, budget considerations, and portfolio-wide efficiency goals can make the standard feel out of reach.
That’s where the Passive House Institute’s Low Energy Building (PHI LEB) standard comes in.
PHI LEB offers an alternative approach that maintains the core principles and performance outcomes that define Passive House while providing additional flexibility for certain project conditions. We’ve found that PHI LEB can open the door to certification for more buildings and across multifamily portfolios.
When we recommend PHI LEB, we often hear the same questions: Is it really Passive House certification? How is it different from PHI Classic? What does it mean for cost and performance? Can it help meet code requirements? And how do you determine which certification pathway is right for a particular building?
If there’s one thing to remember, it’s that PHI LEB has different performance targets for some compliance thresholds—it does not abandon the core Passive House design approach.
We’ll go into more detail about this as we answer the most common questions about PHI LEB for multifamily projects.
PHI Low Energy Building (LEB) is an internationally recognized Passive House certification pathway developed by the Passive House Institute (PHI) with clearly defined performance criteria and certification requirements. It is not “Passive House Lite.”
PHI LEB is particularly well suited for multifamily projects in the Northeast US and similar climates, where seasonal weather conditions and project-specific constraints can make achieving PHI Classic certification challenging, but where delivering a very high level of energy efficiency, resilience, and occupant comfort is still important.
Compared with conventional construction, buildings designed to the PHI LEB standard achieve substantial reductions in heating, cooling, and overall energy demand through a rigorous, performance-based design approach. These are the key benefits associated with Passive House design and construction.
Importantly, PHI LEB offers a more balanced and cost-effective pathway to achieving Passive House performance objectives for residential buildings.
PHI LEB and PHI Classic have the same certification framework and design methodology, but the performance targets under LEB are modestly adjusted to allow project teams to balance efficiency measures with cost.
Projects pursuing PHI LEB use the same Passive House Planning Package (PHPP), follow the same integrated design process, and undergo the same third-party design review, construction quality assurance, on-site inspections, and performance testing required for PHI Classic certification.
The key distinction is that PHI LEB allows modestly higher performance thresholds for metrics such as annual heating demand, cooling demand, source energy, and airtightness. These adjustments provide the design team with greater flexibility to optimize building performance for the current and future climate conditions of the Northeast US.
This flexibility allows the design team to consider optimal enclosure insulation levels, glazing performance, solar heat gain coefficients, internal heat gains, and overheating scenarios to achieve the best overall building performance while reducing project costs.
Despite the higher performance thresholds, PHI LEB multifamily buildings continue to perform well beyond minimum energy code requirements. They deliver substantial reductions in heating and cooling energy use while retaining the defining characteristics of Passive House.
For multifamily projects in the Northeast US, PHI Classic certification may be out of reach due to site conditions, design and construction constraints, tight budgets, and the inability to achieve certification across a larger portfolio. However, there are many circumstances where PHI LEB is the most practical and preferred certification pathway compared to PHI Classic.

2. Cooling-Focused Design Optimization
The more relaxed space heating demand threshold under PHI LEB allows project teams to implement design measures that further reduce peak and annual cooling loads beyond what’s often feasible under the PHI Classic thresholds. These can include lower glazing solar heat gain coefficients, ERV enthalpy wheel selections with greater summer-time heat recovery efficiency, and omission of insulation at below grade floor slabs.
3. Portfolio-Wide Certification
Rather than certifying only select buildings to PHI Classic, developers may be able to pursue Passive House certification across an entire development under PHI LEB.
For example, at The Pattern District (formerly called Northland Newton Development) in Newton, Massachusetts, PHI Classic certification was not achievable for every structure due to building-specific constraints. However, PHI LEB certification was achievable across most of the project, allowing nearly all buildings in the development to be certified under the Passive House Institute framework.

Finally, PHI LEB provides opportunities for cost optimization. We’ll discuss this more in the following question-and-answer.
The adjusted performance thresholds in PHI LEB reduce the need to over-invest in building enclosure measures beyond the point of diminishing returns.
Optimizing cost does not mean project teams are lowering design standards.
Design teams can optimize enclosure insulation levels, glazing performance, and other envelope characteristics to achieve excellent overall building performance while reallocating project budgets toward other high-impact sustainability initiatives.
These may include full electrification of HVAC and domestic hot water (DHW) systems, on-site photovoltaic (PV) systems, enhanced resiliency measures, or other project-specific sustainability and owner priorities.
Yes. In Massachusetts, PHI LEB is recognized as a compliance pathway in the Stretch and Specialized Energy Codes. In New York, PHI LEB is used in affordable housing programs administered by agencies such as HPD and HCR.
Massachusetts has established itself as a leader in high-performance building policy through its Stretch Energy Code and Specialized Energy Codes, and the state recognizes Passive House certification as a pathway to achieving highly energy-efficient, low-carbon buildings.

New York State’s HCR currently offers PHI LEB as an alternative compliance pathway. Additional information is available on page 16 of the HCR Sustainability Guidelines (click here to download a PDF copy). Further, HPD’s 2026 Design Guidelines for New Construction also include PHI LEB as a compliance pathway.
Yes, there are incentives available for a PHI LEB program in certain jurisdictions. However, PHI LEB is still not widely recognized or incentivized across the nation and is typically incentivized on a case-by-case basis.
Increasing incentives for PHI LEB would help support the overall and long-term goals of accelerating the adoption of Passive House design, improving climate resilience, reducing greenhouse gas emissions through electrification, and expanding access to high-performance buildings.
For many projects PHI LEB represents the most practical and cost-effective pathway to achieving Passive House performance objectives while maintaining the same rigorous design methodology, third-party verification, and construction quality assurance that define PHI certification and so it should be similarly recognized in incentive programs.
Ultimately, PHI LEB expands the reach of Passive House design for multifamily and encourages mass adoption across the Northeast US.
It provides a more practical, cost-effective pathway to Passive House certification when compared to the application of PHI Classic for multifamily projects in the Northeast US and can help bring high-performance building strategies to more projects, more communities, and more residents advancing the broader goals of decarbonization, electrification, and resilient, healthy buildings without compromising the design principles that define Passive House.
